Challenge background
Understanding parliamentary proceedings is crucial for informed citizenship and robust democratic engagement. However, the complexity and volume of these discussions often leave many Canadians feeling disconnected from the legislative process. The Canadian Parliament, with its 338 Members of Parliament, generates thousands of hours of debates and policy discussions annually. Despite the critical nature of these discussions, only about 30% of Canadians report a clear understanding of the policies and their implications. This gap in comprehension can lead to public disengagement, reducing civic participation and weakening the democratic process.
Clear, accessible summaries of parliamentary debates can significantly enhance public understanding and involvement. By simplifying complex legislative language and making policy impacts more transparent, citizens can better grasp how decisions made in Parliament affect their daily lives. Improved access to this information fosters a more informed electorate, encouraging greater civic participation and accountability.
Moreover, in an age where misinformation and disengagement are growing concerns, providing accurate, digestible insights into parliamentary activities is more important than ever. By bridging the gap between legislative complexity and public understanding, we can strengthen democratic values, enhance transparency, and empower citizens to play a more active role in shaping their country's future.
The problem
Despite the critical role of parliamentary debates in shaping policies, many Canadians find these discussions complex and difficult to follow. With over 338 MPs and thousands of hours of annual debates, the sheer volume of information can be overwhelming. A significant portion of the population feels disengaged due to the lack of clear and accessible information about legislative activities. CanPolicy aims to bridge this gap by leveraging Large Language Models (LLMs) to condense intricate legislative discussions into clear, concise summaries. This project seeks to empower Canadians with the information they need to understand parliamentary proceedings and actively participate in the democratic process.
Goal of the project
- Data Collection: Source and scrape records of Canadian parliamentary debates, including Hansard transcripts and committee reports.
- Data Processing: Clean and process the collected data to ensure accuracy and usability.
- Data Analysis: Analyze the processed data to identify key themes, topics, and impacts of the discussions.
- Application of LLM Techniques: Use Natural Language Processing (NLP) and Machine Learning techniques to simplify complex parliamentary language into concise summaries.
- API Development: Develop an API that provides simplified summaries and insights based on user queries.
- Platform Development: Create and host a user-friendly platform where citizens can access simplified parliamentary summaries and understand policy impacts.
